Code Green Covina Adopts Green
Building Standards
To promote the
conservation of California’s precious resources, the 2008 California
Green Building Code was established by the California Building
Standards Commission.
The Covina Council’s adoption of these
standards introduces a new emphasis on “green” or “sustainable”
development for projects within the city.

In
sustainable development, materials and construction methods that were
typically avoided due to increased start-up costs are replaced with
eco-friendlier options which benefit the project and community in the long
run. For example, traditional construction methods allowed heating, air
conditioning, refrigeration, and fire suppression equipment to operate with
cheaper and readily available chlorofluorocarbon (CFC),
halon, and
hydrochlorofluorcarbon (HCFC) gases. Today, there is significant evidence indicating that these
methods potentially contribute to global warming and ozone depletion. The
new green building standards specifically prohibit the use of
CFC, halon, and HCFC
gases in new commercial and industrial systems.
The
City of Covina wants to help with questions on green building and
sustainable practices. Staff members trained and certified by the United
States Green Building Council as associate professionals on Leadership in
Energy and Environmental Design (LEED) standards are available during

The City of Covina has formally approved the
Covina Residential Public Noticing Program.
The program is intended to provide communication tools to inquire about and
provide verification of building projects taking place in neighborhoods. Public
notification signs must be visibly posted and maintained within the front yard by the
contractor and/or property owner during construction. The following types of
residential improvements are examples of when signage is required:
- Building Additions
- Building Alterations
- Swimming Pools/Spas
- Patio
Covers/Gazebos/Porches
This sign program became effective on July 1, 2008. The signs will indicate
that the project has been reviewed, approved, and will be inspected
periodically by the City to verify compliance with State and Municipal
Codes. The signs also provide the contact information for key persons
involved in the project to report potential noise disturbances. If initial
contact fails to resolve the noise problem, the Building Division telephone
number is also provided to report continuing concerns and request
appropriate enforcement. For additional information, contact the

Permits
If you are interested in obtaining a permit, you may print and fill out a
permit worksheet, Owner Builder Verification, and application ahead of time.

Inspector Registration Form is for use by building industry
professionals only.
Major Functions
- The Building Division provides information pertaining to any facet of
construction, assisting architects, engineers, contractors and property
owners with interpretations and comprehension of the various construction
related codes.
- Blueprints (plans) are submitted for review to the building division
by architects, engineers, contractors and property owners, ensuring
compliance with state and local codes including life safety issues,
structural integrity, disabled accessibility and energy efficiency.
- Building Inspectors conduct field inspections of the projects
reviewed, to ensure compliance with state and local codes. Building
Inspectors ensure that buildings and structures are within the parameters
requested by the architect or engineer.
Public Services
- Informational handouts which detail requirements for block walls,
patio covers, and other miscellaneous construction related information are
available.
- The Building Division serves by verifying safeguards and protecting
public welfare through review and inspection of building, plumbing,
mechanical, and electrical construction practices. In compliance with
state and local construction laws, the division provides residents,
contractors and developers professional guidance relating to seismic,
wind, and fire safety.
Additional Information
- Building Division staff members are professionally certified, educated
and experienced in the various aspects of construction including design,
review and inspection.
- When submitting plans to our plan review consultant, the average
response time for room additions and other types of minor construction
projects is 10 working days.
