Water & Refuse Billing

Effective January 4, 2010
Operating hours for Covina City Hall - Monday - Thursday : 7 am - 6 pm
Closed Every Friday

Currently, the entire water and refuse billing process is coordinated efficiently by City staff.  The City utilizes high-tech reading devices which connect to our automated billing system. The City of Covina is divided into routes which are billed on a bi-monthly basis.

If need to start or stop your service, you may use the following forms, and submit them to the Finance Department either by fax or mail. For more information, please call (626) 384-5510.

Billing Improvements Customers Have Requested Are on the Way!

The City of Covina is in the process of implementing a new utility (water and refuse) billing software to improve customer service;

  • The new system is expected to be deployed in spring 2010;

  • Updates will be provided on the City of Covina web site and in water/refuse bills;

  • A third party will be processing payments, so a new address will be used on return envelopes and payment remittance stubs;

  • The bills will eventually be redesigned, but will still have the City of Covina Seal;

  • The bills will continue to be bi-monthly.

Once the system is fully implemented;

  • customers will be able to pay by credit card and also online

  • customers will still be able to pay at City Hall in the Finance Department;

  • customers will be able to sign up for email notification regarding their accounts and/or paperless statements.

Payments? You can pay your water and refuse bill in person, by mail or drop it in our green drop box in front of City Hall.
